Ok, I can't seem to wrap my head around this, and just want clarification/justification, so tell me if I am wrong, or have missed anything, please,

The instances when Regulars allowed to fire are...
a) during the Regular turn, when the Insurgents try to interrupt their activities.
b) when on over watch; losing an attack dice on each subsequent over watch action.

Any other instances when Regulars can engage the bad guys?

Regulars MAY NOT fire during the Insurgent's phase, unless they are on over watch, correct?

I'm no expert but I understood Regulars were able to react to any declared Insurgent interrupt action in their LOS per turn provided they have FP die remaining. The only exception would be Insurgent end of phase movement where the assumption would be that they had slipped by while the Regs were reacting to the other earlier interrupts in the turn. This abstration covers the near simultaneous resolution that these actions would in reality, follow...at least I think Shocked

Monty is correct, almost. During the regulars turn they are able to fire at any insurgent interuption in LOS. They do lose one FP die each time they do this in the turn.

The exception is a group on overwatch. Only a unit on overwatch can interupt the insurgents end of turn movement. (Rules not right in front of me) I believe that placing a group/team on overwatch is done at the beginning of the Regulars turn before any other units are activated.
